I think it can be a sign of poor drainage The witch. I know that in plants in pots it is used as a pointer to that. Also I wouldn't buy a plant from a GC with too much of it as it shows that the plant has been in the pot for a long time. I don't think it would be a problem per se in a garden necessarily though. Disturbance of the top soil will get rid of it and then you could check for other signs of possible problems in the other plants in that area - eg are any showing any signs of yellowing? Or not growing very well in general?

Oh, that stuff! I've always assumed that all it means in a plant pot from the GC is that the plant's been in the pot for a good while, but I do try and get rid of it before planting the plant out. I wouldn't worry unless you see other signs that something isn't right with the area - oh hold on I'm only repeating what 4P said - pretty Polly, pretty Polly......
