My 3 children all had a mobile and a key to the house when they started secondary school.
When my eldest started secondary school, she went in one day about 6 weeks after starting and was told the heating had broken down and they were all sent home. No phone call to home etc as per Primary school. I was out and thank goodness we always leave a key with a neighbour who happenend to be in. So after that, she had a mobile and a key and the others had the same when they started secondary school.
